IOWA — Iowa will open its next Low-Income Home Energy Assistance Program application period Oct. 1 for households that include a person age 60 or older or a person with a disability.
All other eligible households can begin applying Nov. 1. Applications remain open through April 30 and are accepted on a first-come, first-served basis.
LIHEAP helps eligible homeowners and renters pay a portion of their winter heating costs. The assistance generally takes the form of a one-time payment sent directly to the household’s utility company or heating fuel vendor.
The program does not cover an entire winter energy bill. Assistance varies based on factors including household income, household size, housing type, heating fuel and energy burden.
Households with an older or disabled resident can apply Oct. 1
Iowa uses two opening dates for LIHEAP.
- Oct. 1: applications open for households with at least one resident age 60 or older or a person with a disability.
- Nov. 1: applications open for all other eligible households.
- April 30: the regular application period closes.
Both homeowners and renters may qualify. Applicants must also meet the program’s financial and nonfinancial requirements.
LIHEAP eligibility generally includes household income at or below 200% of the applicable federal poverty guideline, an energy burden and required citizenship verification.
Iowa has not yet posted the 2026-27 LIHEAP dollar income limits
The dollar income table currently available for Iowa LIHEAP expires Sept. 30, 2026. Iowa has not yet posted the updated household income amounts for applications beginning Oct. 1.
For that reason, households applying for the new season should not use the previous season’s dollar limits as the final test of eligibility.
Iowa continues to describe LIHEAP eligibility as income at or below 200% of the applicable federal poverty guidelines. This article will be updated when the state publishes the new 2026-27 dollar table.
Applicants can prepare income, utility and household records
Preparing household and utility records before applying can reduce delays when the application period opens.
Current Iowa LIHEAP application materials include documentation such as:
- Proof of household income.
- Social Security number verification or other accepted documentation for eligible household members.
- A current heating or utility bill showing the account and service information.
- Identification and household information needed to complete the application.
A Community Action Agency may request additional information based on the household’s circumstances.
Each Iowa county is served by a Community Action Agency
LIHEAP applications are handled through local Community Action Agencies. Iowa has 16 agencies serving all 99 counties.
Residents can use the Iowa Community Action Association county locator to find the agency serving their county, along with local office locations, contact information and hours.
Iowa also lists an online LIHEAP application portal. Households that cannot identify the correct Community Action Agency can call the state’s Community Action Agencies Unit at 515-776-8871.
A utility disconnect notice requires action before the shutoff date
LIHEAP certification provides an additional protection during Iowa’s winter utility disconnection moratorium. Certified households are protected from heating-service disconnection for nonpayment from Nov. 1 through April 1.
Submitting an application is not the same as being certified for LIHEAP. A household with a scheduled disconnection can contact both its utility provider and local Community Action Agency before the shutoff date.
For a standard disconnection caused by nonpayment, Iowa utilities must provide written notice at least 12 days before disconnection. A customer who has already defaulted on a payment agreement may receive only 24 hours’ notice.
The Iowa Utilities Commission also provides information about LIHEAP, utility shutoff protections and payment assistance. Residents can call 211 for information about additional utility, housing and financial assistance.
LIHEAP approval does not erase the remaining utility balance
LIHEAP is supplemental assistance. The payment does not necessarily cover the full heating bill, and households remain responsible for balances that are not covered by the program.
The winter moratorium also does not erase unpaid charges. A LIHEAP-certified household remains responsible for energy used while disconnection protection is in effect.
Spanish-language help is available in Iowa
Iowa HHS provides application information in Spanish and operates the Iowa Spanish Helpline at 515-344-3936. The line connects Spanish-speaking residents with information, resources and support.
Applicants can reduce the risk of impersonation or benefit scams by starting through Iowa’s official LIHEAP portal or the Community Action Agency serving their county rather than submitting personal or utility information through an unsolicited link or message.
Suspected fraud involving LIHEAP can be reported to Iowa HHS at 515-776-8871.
Other Iowa assistance programs remain available
LIHEAP is separate from other state assistance programs. Iowa residents can also review the Hola Iowa guide to SNAP, WIC, Medicaid, rent assistance and other benefits.
Renters age 65 or older and certain adults with a total disability may also qualify for Iowa’s Rent Reimbursement program. Separately, some Iowa Medicaid members have an Oct. 19 cutoff for eligible plan changes to take effect Nov. 1.
