MOLINE, Ill. — The City of Moline will distribute free food gift cards on Saturday, November 14, 2026, from 8 to 11 a.m., or until supplies run out, at the City Services Center, 1830 6th Avenue, in Moline, Illinois.

The city’s Meals for the Holidays program is limited to Moline households whose annual income is at or below 80% of the Area Median Income for Rock Island County. Each eligible household may receive one food gift card, subject to availability.

Valid ID, recent address proof and income records are required

Applicants must provide three categories of documentation. The proof of residency must be a separate document from the identification card.

  1. Valid government-issued ID showing a current Moline address. Accepted identification includes an Illinois driver’s license, Illinois state ID or Moline Compass Municipal ID. Expired or invalid identification will not be accepted.
  2. Proof of a Moline address dated within the past 60 days. Accepted documents include a utility bill, rent or mortgage bill, bank statement, cell phone bill or official government correspondence. Lease agreements are not accepted.
  3. Income verification. Applicants must provide one of the accepted forms of documentation: participation records from an eligible assistance program, qualifying pay stubs or current income-benefit documents.

Accepted assistance-program records include SNAP/EBT, Temporary Assistance for Needy Families (TANF), free or reduced-price school lunch, an Illinois Department of Human Services medical card or an Illinois Medicaid card.

Applicants using employment records must provide pay stubs covering 30 consecutive days for every household member age 18 or older. Those using benefit or retirement income documentation must provide current Social Security, Supplemental Security Income (SSI), pension, retirement or other qualifying income records for all household members age 18 or older.

SNAP enrollment is not required. SNAP documentation is one accepted way to verify income, but the city also accepts the other qualifying records listed above.

2 people $62,400
3 people $70,200

5 people $84,250
6 people $90,500

First-come tickets do not guarantee a food gift card

Tickets will be handed out to people waiting in line on a first-come, first-served basis. When a ticket number is called, the applicant must complete an application and present the required documentation.

City staff will review the application and verify eligibility before issuing a gift card. Receiving a ticket does not guarantee a card. Applications will stop being processed once the supply is exhausted, even if people still hold tickets.

Lost or misplaced gift cards will not be replaced. The city’s 2026 announcement does not specify the dollar value of the cards or how many will be distributed.

Residents with questions about identification, residency documents or income verification can contact the City of Moline Community Development Department at 309-524-2044 or [email protected].

Meals for the Holidays is sponsored by the City of Moline Community Development Department, Fareway Meat & Grocery and the Moline Human Rights Commission.
