The one-time FRESH payment goes directly to the household’s Illinois Link card. Illinois calculates the amount per eligible person, and residents do not need to apply or submit paperwork.
Illinois began sending one-time $400 payments on Aug. 1 to eligible residents who lost some or all of their SNAP benefits because they did not meet federal work requirements.
The state created Families Receiving Emergency Support for Hunger, or FRESH, to help those residents. Illinois uses existing benefit records to identify eligible people and places the money on the household’s Link card as a cash benefit.
- Payment: Each eligible household member receives $400 once.
- Application: Residents do not need to complete a form or provide additional documents.
- Delivery: Illinois automatically adds the money to the household’s Link card.
- Expiration: Any unused FRESH funds become unavailable 274 days after the payment becomes available.
Households can receive more than $400
The payment applies to each eligible person, not just once per household. Therefore, a household with two eligible members receives $800. Three eligible members receive a total of $1,200.
However, each household member must qualify separately. FRESH provides only one payment per eligible person, and the money does not restore monthly SNAP benefits.
Cardholders can spend the cash benefit at participating businesses that accept Illinois Link. They can also withdraw the money from an ATM that accepts the card.
Still, FRESH does not provide another payment if someone loses SNAP again because of the federal work rule.
Eligibility depends on the federal SNAP work requirement
FRESH does not cover everyone who lost SNAP. Instead, the program applies to people whose benefits stopped or decreased because they did not meet the federal work requirement.
To receive the payment, a person must:
- Have lost some or all SNAP benefits on or after May 1, 2026, for not meeting the federal work requirement.
- Have used all three months of SNAP allowed without meeting the rule or qualifying for an exemption.
- Still lack active SNAP benefits when Illinois reviews the case.
- Have never received a FRESH payment.
Illinois does not extend FRESH eligibility to residents who lost SNAP for another reason. In addition, people enrolled in the State Food program do not qualify.
A person who regains SNAP before Illinois completes its monthly eligibility review may not receive the FRESH payment. The state checks whether the person has active SNAP benefits when it processes the payment.
Federal changes expanded the groups subject to SNAP time limits
Federal changes that took effect Feb. 1 expanded the groups subject to SNAP work requirements. The rules now include adults ages 55 through 64 without disabilities and adults with children age 14 or older at home.
People subject to the rule can generally receive SNAP for only three months within a three-year period unless they meet the requirement. They can meet it through work, training, education or volunteer service.
An approved exemption can also allow someone to continue receiving benefits. Illinois provides an online screener for residents who need to check whether a work requirement or exemption may apply to their case.

Illinois will continue issuing FRESH payments monthly
Illinois sent the first payments on Aug. 1 to eligible residents who lost SNAP in May, June or July.
For SNAP losses beginning in August, the state checks each person’s status on the 16th day of the month. If that person remains ineligible because of the work requirement, Illinois will issue the FRESH payment by the 16th day of the following month.
For example, a person who remains ineligible on Aug. 16 could receive the automatic payment by Sept. 16. However, the exact date may depend on when Illinois completes the issuance.
The program will continue through June 30, 2027, or until its funding runs out, whichever happens first. IDHS will also mail a notice to households that receive a payment.
FRESH money does not count against other assistance programs
Illinois treats FRESH payments as exempt money for public assistance programs. As a result, the payment does not count toward income or resource limits for SNAP, cash assistance or Medicaid.
SNAP and cash assistance households also will not face an overpayment because they received FRESH money.
However, the $400 payment does not reinstate SNAP. A person who wants to regain monthly food benefits must meet the work requirement or qualify for an exemption.
A missing payment can be reviewed by IDHS
Illinois automatically identifies eligible people through its benefit system. Therefore, local Family Community Resource Center staff do not issue the payments manually.
Still, those offices can answer questions about eligibility or a missing payment. The IDHS Customer Helpline is available at 1-800-843-6154.
Residents can also review eligibility requirements, work-rule exemptions and program updates through the Illinois SNAP Federal Impact Center.
Illinois Link cardholders can request a replacement
Residents who no longer have their Illinois Link card can request a replacement. The Illinois Link Help Line is available at 1-800-678-LINK (5465).
Cardholders can also manage their accounts through the official ebtEDGE website or mobile application. Available services include checking a balance, reporting a lost card, requesting a replacement and changing a PIN.

Illinois will continue issuing one-time FRESH payments through June 30, 2027, or until available funding runs out. Each eligible person can receive the $400 payment only once.
