DES MOINES, Iowa — Iowa employers and organizations that sponsor registered apprenticeships can register for an Iowa LaunchRA webinar on Wednesday, November 18, 2026, to learn about the state’s new financial incentives and the requirements for receiving payments.
The Iowa Office of Apprenticeship will host the online session from 2 to 2:30 p.m. Central Standard Time. Participants will receive an overview of the program and have an opportunity to ask questions.
LaunchRA uses more than $1 million in federal funding to encourage the creation and retention of new registered apprenticeship programs in Iowa. Payments go to qualifying employers and intermediary sponsors after apprentices meet the program’s retention requirements. They are not direct cash payments to apprentices.
How to register for the November 18 LaunchRA webinar
The November 18 session will take place through Microsoft Teams. The official LaunchRA webinar registration form is available online.
- Date: Wednesday, November 18, 2026.
- Time: 2–2:30 p.m. CST.
- Location: Online, through Microsoft Teams.
- Intended audience: Iowa employers, registered apprenticeship sponsors, intermediary organizations and groups considering starting a program.
The form asks for a first name, last name and email address. Participants must accept the event terms and conditions before submitting their registration.
The webinar registration is separate from any application for LaunchRA incentive payments. An organization does not become eligible for funding simply by attending the session.
LaunchRA incentives: $2,000 per apprentice and a possible $1,000 bonus
LaunchRA is a performance-based incentive program administered by the Iowa Office of Apprenticeship.
Eligible organizations can request:
- $2,000 for each qualifying apprentice who completes the required retention period.
- An additional $1,000 when the apprentice works in an occupation on Iowa’s approved high-demand list.
- Up to $30,000 total in incentive payments per eligible sponsor during the program period.
The additional payment applies to designated occupations in advanced manufacturing, education, health care and information technology. Not every job within those industries automatically qualifies.
Iowa Workforce Development maintains a list of eligible high-demand occupations that sponsors can review before requesting the additional amount.
Each qualifying apprentice can generate only one payment under LaunchRA. Incentives are subject to funding availability, and meeting the eligibility requirements does not guarantee payment.
Which apprenticeship sponsors qualify in Iowa?
The program is open to eligible employer sponsors and intermediary sponsors. A registered apprenticeship combines paid work experience with structured training and related instruction, allowing participants to develop occupational skills while working.
To qualify for LaunchRA incentives, organizations must meet requirements that include:
- Operating an active registered apprenticeship program registered on or after July 1, 2026.
- Having a registered program address within Iowa.
- Maintaining active registration in the federal System for Award Management, known as SAM.gov, and remaining eligible to receive federal funds.
- Not being in a corrective action period with the Iowa Office of Apprenticeship.
- Agreeing to the program’s terms and conditions.
Apprentices must also satisfy separate eligibility rules. They must complete at least six months or 180 days in the registered program and have a signed apprenticeship agreement, known as Form 671, recorded in the federal RAPIDS system.
The state’s LaunchRA program webpage describes apprentices registered on or after October 1, 2026, as eligible. However, the published terms and conditions use wording that refers to registration after October 1.
Sponsors with apprentices registered specifically on October 1 should confirm the applicable cutoff directly with the Iowa Office of Apprenticeship before relying on a potential incentive payment.
LaunchRA payment requests open April 1, 2027
Organizations cannot request an incentive immediately after enrolling an apprentice. The participant must first complete the required six-month retention period.
Iowa Workforce Development says the payment request form will become available April 1, 2027.
Funding covers a program period beginning October 1, 2026, and continuing through June 30, 2029, unless the money is exhausted sooner.
Payment requests will be reviewed in the order received. Iowa Workforce Development must verify program and apprentice eligibility before issuing a payment.
Because the program has limited funding, qualifying sponsors could receive less than the $30,000 maximum or no payment if available funds have already been distributed.
Iowa employers can request help starting an apprenticeship program
Employers that do not yet operate a registered apprenticeship can contact the Iowa Office of Apprenticeship for assistance with establishing a program.
The office provides an Apprenticeship Sponsor Interest Form on its LaunchRA webpage. The form connects organizations with staff who can explain the process of creating a registered program.
This preliminary step is different from registering for the November 18 webinar or submitting a payment request in 2027.
Organizations can also contact the Iowa Office of Apprenticeship at 515-725-3675 to ask about program development and eligibility.
