La pausa permitir\u00e1 que un grupo de trabajo recomiende mejoras despu\u00e9s de examinar estas pr\u00e1cticas y la historia de la relaci\u00f3n del campo con los indios americanos y los nativos de Alaska en general.<\/p>\n<p>Somos tres antrop\u00f3logos directamente implicados en la petici\u00f3n: Valerie Lambert, de la Naci\u00f3n Choctaw y presidenta de la Asociaci\u00f3n de Antrop\u00f3logos Ind\u00edgenas; Michael Lambert, de la Banda Oriental de Indios Cherokee y miembro de la Asociaci\u00f3n de Antrop\u00f3logos Ind\u00edgenas; y EJ Sobo, miembro de la junta de la Asociaci\u00f3n Antropol\u00f3gica Americana encargado de representar intereses como los de la Asociaci\u00f3n de Antrop\u00f3logos Ind\u00edgenas. Nos gustar\u00eda aclarar a\u00fan m\u00e1s esta postura ind\u00edgena, no desde la perspectiva de la asociaci\u00f3n, sino desde nuestra perspectiva como acad\u00e9micos.<\/p>\n<p>Lo que antes era tuyo ahora es nuestro<\/p>\n<p>No existen datos que demuestren que los reconocimientos de tierras conduzcan a un cambio concreto y medible. En su lugar, a menudo sirven como poco m\u00e1s que gestos p\u00fablicos para sentirse bien, se\u00f1alando la conformidad ideol\u00f3gica con lo que los historiadores Amna Khalid y Jeffrey Aaron Snyder han llamado -en el contexto de los esfuerzos de diversidad, equidad e inclusi\u00f3n de la educaci\u00f3n superior- &#8220;un enfoque ingenuo, de izquierdas, que pinta los n\u00fameros&#8221; de la justicia social.<\/p>\n<p>Por ejemplo, la referencia en muchos reconocimientos a una \u00e9poca en la que los pueblos ind\u00edgenas actuaban como &#8220;administradores&#8221; o &#8220;custodios&#8221; de la tierra que ahora ocupan. Esta y otras referencias relacionadas -por ejemplo, a las &#8220;tierras ancestrales&#8221;- relegan a los pueblos ind\u00edgenas a un pasado m\u00edtico y no reconocen que son due\u00f1os de la tierra. Aunque sea de forma no intencionada, estas afirmaciones afirman t\u00e1citamente el derecho putativo de los no ind\u00edgenas a reclamar ahora la titularidad.<\/p>\n<p>Esto tambi\u00e9n est\u00e1 impl\u00edcito en lo que no se dice: Despu\u00e9s de reconocer que una instituci\u00f3n se asienta en la tierra de otro, no hay seguimiento. Casi nunca se articulan planes para devolver la tierra. La conclusi\u00f3n es: &#8220;Lo que antes era de ustedes, ahora es de nosotros&#8221;.<\/p>\n<p>Adem\u00e1s, en la mayor\u00eda de los casos estas declaraciones no reconocen el violento trauma que supone el robo de tierras a los pueblos ind\u00edgenas: la muerte, el despojo y el desplazamiento de innumerables personas y mucho sufrimiento colectivo. Las secuelas de estos traumas se sienten y experimentan profundamente en las comunidades ind\u00edgenas.<\/p>\n<p>Pero como los no ind\u00edgenas no son generalmente conscientes de este trauma, los pueblos ind\u00edgenas suelen escuchar el reconocimiento de la tierra como la negaci\u00f3n de ese trauma. Esta perspectiva se ve reforzada por la tendencia a considerar a los pueblos ind\u00edgenas como parte de la prehistoria, sugiriendo que el trauma de la desposesi\u00f3n, si es que ocurri\u00f3, no le ocurri\u00f3 a personas reales o totalmente humanas.<\/p>\n<p>Adem\u00e1s, el reconocimiento de las tierras puede socavar la soberan\u00eda ind\u00edgena de formas insidiosas y a menudo incomprensibles para los no ind\u00edgenas.<\/p>\n<p>Por ejemplo, los no ind\u00edgenas tienden a buscar la afirmaci\u00f3n local &#8220;ind\u00edgena&#8221; de su actuaci\u00f3n de reconocimiento, como por ejemplo organizando una bendici\u00f3n de la conferencia o un ritual de bienvenida al pa\u00eds. Estos ritos suelen contar con las voces de personas que, en palabras de la estudiosa de los estudios ind\u00edgenas Kim TallBear, juegan a ser indios, es decir, aquellos que no tienen una reivindicaci\u00f3n leg\u00edtima de una identidad ind\u00edgena o un estatus de naci\u00f3n soberana, pero que se representan a s\u00ed mismos como tales.<\/p>\n<p>&nbsp;<\/p>\n<p>Soberan\u00eda y alienaci\u00f3n<\/p>\n<p>La apropiaci\u00f3n de la identidad india americana y nativa de Alaska por parte de individuos que no son miembros de tribus soberanas, a los que los verdaderos indios americanos y nativos de Alaska denominan &#8220;pretendians&#8221;, es end\u00e9mica. El actor Iron Eyes Cody, por ejemplo, construy\u00f3 una carrera de d\u00e9cadas sobre esta base a pesar de su herencia italiana.<\/p>\n<p>Los datos demogr\u00e1ficos sugieren que los pretendientes superan en n\u00famero a los verdaderos indios americanos y nativos de Alaska en una proporci\u00f3n de al menos 4 a 1. En algunos casos, los pretendientes persisten en sus afirmaciones a pesar de la clara documentaci\u00f3n que demuestra lo contrario.<\/p>\n<p>Cuando los no ind\u00edgenas conceden a los pretendientes autoridad en lo que respecta a los reconocimientos de tierras y las ceremonias de bendici\u00f3n, se perjudica irremediablemente a las naciones ind\u00edgenas soberanas y a sus ciudadanos. El mensaje m\u00e1s amenazador que transmiten estos actos es que la identidad india americana es una identidad racial o \u00e9tnica que cualquiera puede reclamar mediante la autoidentificaci\u00f3n. Esto no es cierto.<\/p>\n<p>La identidad india americana es una identidad pol\u00edtica basada en la ciudadan\u00eda de una naci\u00f3n ind\u00edgena cuya soberan\u00eda ha sido reconocida por el gobierno de Estados Unidos. Las naciones ind\u00edgenas soberanas, y s\u00f3lo ellas, tienen la autoridad para determinar qui\u00e9n es y qui\u00e9n no es ciudadano y, por tanto, qui\u00e9n es y qui\u00e9n no es indio americano o nativo de Alaska.<\/p>\n<p>Cualquier otra cosa socavar\u00eda todo el cuerpo de la Ley Ind\u00edgena, deshaciendo la soberan\u00eda tribal. Como explica Rebecca Nagle, de la Naci\u00f3n Cherokee, en &#8220;This Land&#8221;, los indios americanos y los nativos de Alaska dejar\u00edan de existir.<\/p>\n<p>Y as\u00ed, sobre todo cuando perpet\u00faan los malentendidos sobre las identidades ind\u00edgenas, los reconocimientos de tierras mal hechos son escuchados por los pueblos ind\u00edgenas como el golpe final: una visi\u00f3n apocal\u00edptica definitiva de un mundo en el que la soberan\u00eda y los derechos territoriales ind\u00edgenas no ser\u00e1n reconocidos y se afirmar\u00e1 que nunca han existido realmente.<\/p>\n<p>Respeto y restauraci\u00f3n<\/p>\n<p>Creemos que los reconocimientos de tierras no son perjudiciales si se hacen de forma respetuosa con las naciones ind\u00edgenas que reclaman la tierra, si cuentan con precisi\u00f3n la historia de c\u00f3mo la tierra pas\u00f3 del control ind\u00edgena al no ind\u00edgena y si trazan un camino para reparar el da\u00f1o infligido a trav\u00e9s del proceso de desposesi\u00f3n de la tierra.<\/p>\n<p>Lo que muchos ind\u00edgenas quieren de un reconocimiento de tierras es, en primer lugar, una declaraci\u00f3n clara de que la tierra debe ser devuelta a la naci\u00f3n o naciones ind\u00edgenas que anteriormente ten\u00edan la soberan\u00eda sobre ella.<\/p>\n<p>Esto no es irreal: hay muchas formas creativas de tomar medidas de restauraci\u00f3n e incluso de devolver la tierra, como por ejemplo devolviendo los parques nacionales de Estados Unidos a las tribus correspondientes.
